COVID-19 Updates: COVID-19 Booster Dose Vaccination Guidance; EOHHS Posts on Its Website DCC-Q Report October 1, 2020 – June 30, 2021; Register Now for Mass Senior Care Annual Meeting 

Yesterday, DPH released updated guidance on COVID-19 Booster Dose Vaccination. Based on the CDC recommendations, the DPH is requesting that long-term care facilities work to ensure that all eligible residents and staff receive a COVID-19 vaccine booster dose no later than November 30, 2021, EOHHS implemented the Direct Care Cost Quotient (DCC-Q) measure in October 2020 (rate year 2021) as a replacement for the previous direct care add on reporting, requiring facilities to spend no less than 75% of total adjusted revenue on direct care staff through the DCC-Q, and reminder Mass Senior Care Association’s 2021 Virtual Annual Meeting on Thursday, November 18, 2021.

COVID-19 Updates: Remote Workers and the Vaccine Mandate; AHCA Hosting Webinar Tomorrow on CMS and OSHA Vaccine Mandates; Register Now for JVS Boston’s Economic Opportunity Forum

MSCA has received clarification from DPH that they are aligned with the CDC NHSN definition of HCP, CMS released an interim final rule requiring direct care workers in Medicare and Medicaid-certified health care settings to be vaccinated against COVID-19, and JVS Boston’s quarterly Economic Opportunity Forum scheduled for Monday, November 8th from 12-1pm.

MassHealth Expands Family Assistance Coverage for Nursing Facility Care

Effective November 1, 2021, MassHealth has implemented updated eligibility policy guidance to expand coverage for members who are eligible for Family Assistance. Family Assistance members who require a nursing facility or chronic disease and rehabilitation hospital (CDRH) stay will now have a pathway to become eligible for both an expanded short-term stay beyond 100 days (less than six months), or long-term care (LTC).

CMS Offers Training on MDS Section GG

The Centers for Medicare & Medicaid Services (CMS) is offering an updated web-based training series on the assessment and coding of Section GG. This training is intended for providers in post-acute care (PAC) settings including Skilled Nursing Facilities (SNFs). It is designed to be used on demand anywhere you can access a browser.

CMS Announces FSES-Related Waiver Extension

Last week, CMS released a revised S&C: 17-15-LSC Use of the Fire Safety Evaluation System (FSES) memo. The revised memo grants a two-year extension to a specific group of existing Time Limited Waivers (TLW). This benefits providers who have historically utilized a Fire Safety Evaluation System (FSES) to show equivalent compliance with the Life Safety Code®, and to meet fire safety requirements for certification with Medicare and Medicaid programs.

National Quality Award Intent to Apply Closes November 11, 2021

The deadline for the Intent to Apply for the 2022 AHCA/NCAL National Quality Award Program is November 11th! AHCA/NCAL encourages applicants who plan to apply for a Quality Award to submit an intent to apply by logging into the Quality Award Portal before the deadline on November 11, 2021. Applying for a National Quality Award provides a framework that can be used to prepare for and make critical improvements and serves as a team building activity to engage staff across all levels.

Mass Senior Care Grassroots Advocacy Continues for ARPA Funding Request

The House of Representatives is continuing to debate amendments to H.4219, An Act Relative to Immediate COVID-19 Recovery Needs, utilizing funds from the American Rescue Plan Act (ARPA) and the FY 2021 budget surplus. The House is expected to take action on the bill this week. Mass Senior Care need the continued support of the nursing facility community to contact their State Representatives to co-sponsor the two important nursing facility amendments, #203 and #845.

COVID-19 Updates: BinaxNOW Test Kit Extension, EEOC Releases Updated Guidance on COVID-19 Vaccination Mandates

The Massachusetts Department of Public Health is updating its BinaxNOW test kit guidance for long-term care facilities, and this week the U.S. Equal Employment Opportunity Commission (EEOC) released updated COVID-19 vaccination guidance related to the COVID-19 pandemic, addressing questions about religious objections to COVID-19 vaccine mandates and how they interact with federal equal employment opportunity (EEO) laws.

EOHHS Medicaid 2022 Rate Public Hearing – October 26, 2021

The Executive Office of Health and Human Services (EOHHS) will be holding a remote public hearing on the 2022 Medicaid nursing facility rate on Tuesday, October 26, 2021, at 1 p.m. The regulation (101 CMR 206.00: Standard Payments to Nursing Facilities) was previously adopted via emergency regulation effective October 1st. New CMS Web-Based Training for SNFs – Section O: O0100. Special Procedures, Treatments, and Programs

The Centers for Medicare & Medicaid Services (CMS) is offering a web-based training course that provides an overview of the assessment and coding of Section O: O0100. Utilization of Robotics Processing Automation on The Provider Online Service Center (POSC) – MassHealth Message to Providers

MassHealth has asked provider associations to send to its members the following message on utilization of robotics processing automation on the Provider Online Service Center (POSC) MassHealth providers (including vendors and relationship entities) conduct day-to-day business with MassHealth electronically, via the Provider Online Service Center (POSC), point to point connectivity, and the Interactive Voice Response (IVR) system. All users must have an authorized MassHealth user ID and password to access these systems and must abide by the Virtual Gateway (VG)

JAMA Article on COVID-19 Crisis Advances Efforts to Reimagine Nursing Homes

In September 2020, the Centers for Medicare & Medicaid Services (CMS) commissioned a Coronavirus Commission for Safety and Quality in Nursing Homes report. The main purpose of the report was to solicit lessons learned from the early days of the pandemic and recommendations for future actions to improve infection prevention and control measures, safety procedures, and the quality of life of residents within nursing homes. Earlier this week JAMA issued a follow up interview with one of the co-authors of the report, Terry Fulmer, a geriatric nurse practitioner who is president of The John A. Hartford Foundation.
